There is no way to format the file system in the basic BootROM mode that you can still access.

Is there any way around? Usually this error isself-recoverable. i noticed that when i stopped the provisioning server-->the content of the other firmwares( i mean spip_ssip_3_1_6 AND spip_ssip_2_1_4) disappeared but the required firmware(spip_ssip_3_2_3) that i copied and pasted it--> stay Polycom Factory Reset Reboot phone and insure boot server is using http.
